It seems I'm not the only one having this issue.

Not sure what I'm doing wrong, I checked to make an exemption through Windows, enabled FTP Server on GoldHEN, and tried Filezilla and WinSCP to send PKG files over.

Network in our apartment is one password - I'm not sure if that makes a difference.

Should I just be looking at using an external HDD?

I've done this in the past with the PS3 and it worked fine so I'm convinced it's either the network or Windows 10...

Yes, all your problems with FTP/IPI/RPI will just vanish. Plus it can be used for other things if you don't need to use your PS4 anymore. And they are quite cheap

Thank you. I ended up finding an old one that I had taken out of my laptop to replace with an SSD, along with a USB connector.

True and faster with an usb3. As for me RPI works great with direct 1go cable from laptop to PS4 only few minutes more, and never had any issues, so most of the time, I keep this setup. FTP (wired) only to backup .db or even do some backups of my Fpkgs installed on extended storage and have quite good speed.
