It's now I do not have a PC that I miss Freeshop for 3DS which allows you to download games directly on 3DS. since I managed to download only 1 game to 3DS on my other PC but it only has 2GB and that was with luck. so I managed to download Twilight Menu +++ and couple of games.
So i wish it exit another way to download games direct on 3DS without computer.

Well. You are rather screwed on that. Ninty shut that down long ago and with it any other CDN downloaders. You are stuck finding the game ya want. Download it. and install it on your console.

It's too bad Nintendo did it was so much easier.
I for hope that, I for return my PC from repair today.
So I can download more games on 3DS.
