pspvideo9 is good and was literalyl designed for psp only,
there is also Xvid4psp from winnydows.com
Originally designed for psp only he added many other devices but still has psp option

What makes you think I didnt already searched for almost 10 differents programs and they just dont work, are not free etc. I just seriously hate when someone just post a stupid google search. Makes my blood boil thats all. I'm not the kind of guy that will ask before searching.

MediaCoder is free and has a lot of options and different predefined "device" target.
It's not only for PSP, but there's a PSP menu.
I think there's a PSP standalone version, but I never tested it.
