Hacking Formating to WBFS in Windows and recognized by USB Loader

Is it currently possible to format a partition to WBFS in Windows that you can add games in Windows to and is recognized by the USB Loader?

There are so many threads with conflicting information about this. Would be nice if someone could clarify this and point to the needed apps.

That's the Way I've got my Stick to work

. It wasn't recognized by my Wii, so I formated it on Windows, and bam, it was recognized by my Wii.

It's a nice GUI with a Format-Option

. There are many other GUIs with a Format-Option, but currently, I'm using this one.

Same, I tested several, but that one seems to work with Zero problems.
