Homebrew Fire Emblem IF (Fates) download Revelations on US 3DS?

I own the Japanese special edition for Fire Emblem IF (Fates) It comes with Birthrights and Conquest on the card but you have to activate the Revelations path and download it, but I have tried and it wont let me. I am using an up to date US 3ds and it is hacked and has the most up to date version of Luma. I also own all the dlc for the american version but cant activate it.
When I try to download Revelations it says, "DLC not available. It is possible it is unreleased. Please visit the Nintendo homepage."

When I try to download the dlc it says I don't own any, when I try to purchase it it says its preparing the DLC then kicks me back to the home screen. Does anyone know how to fix these problems?
P.S. I cant update Fire Emblem IF either as it says the update is unavailable.

I don't think you can get DLC for a Japanese-region game on a US console, because even if it has CFW, it will still only use the US eShop. I think you have to find the Japanese DLC elsewhere and install it with FBI.
