ROM Hack Fire Emblem Fates: Merging Extra Data?

I'm confused on how to merge extra data for two seperate sets of custom dlc. I currently have the updated extra data from the "Custom Playable Character DLC" and the units work fine for that. I want to know how to also have the extra data for the units from the "Custom Legacy DLC" along side the extra data I have now.
If it helps, my 3DS is on 11.6 and I only have homebrew, no cfw. Thanks in advance!

Someone would have to give you their extra data with the particular mods you want in it, since there is no way to merge Fates extra data.

Nope. Not unless you have a 3ds on CFW.
