Gaming Fire Emblem Fates Limited Edition DLC problem

I have a EUR 3DS (Launch/First Gen Model) and I run the latest Luma. I have FE Fates LE installed, I believe it is probably the US version + DLC.

The game plays fine and can play any of the three campaigns. But the DLC seems broken. If I try to use the Outrealm on the Map, I get an error that says I have not accepted Online ToS (but I have). It asks me to navigate to Other Settings -> Internet -> Agreement, but of course I have already accepted the agreement.

When I try to check DLC from options, I get an error "No SD Found", which again is absurd as the game is obviously running from SD.

Any ideas?

For the ToS thing, I remember there being homebrews able to set the version of agreed ToS so that it woulf work (I believe putting it to the maximum possible, so probably 0xFF, was the trick, as it would incurr any check on any "new" version of the ToS would return properly – because they're basicaly checking for it being a certain bit enabled or comparing to a certain value or higher I guess)
