The second is most likely talking about the time crystal ability you get in chapter 5.

BLD is the character's physical build, it's a stat used that balances your stats when carrying a heavy weapon. Meaning that if your unit carries a heavy weapon, their speed doesn't go down like what would usually be the case. I'm not sure how much BLD balances since it changes from unit to unit. Like Framme has a low BLD stat and it never breaks double digits, some units are just kind of made to be a little unique like that (MC's Magic stats are next to zero and don't level much naturally.)

I'd say that it's safe, but if you'd want more of a challenge, you could use the level up cheat without the status cheat, keeping battles challenging while also gaining a bit of an edge.
