To make screenshot in games you will need CTR CFW and the screenshot plugin.

I didn't follow recent CFW progress, maybe other CFW can take screenshot too.

There's a hardware recorder to do it, but I suppose that's what you meant with "board" ?

There's no other method to capture video.
Maybe using an emulator and capture the emulator window on your computer.
