I'm looking for a decent 2d fighter

the ones I know about are
Bleach
Jump superstars

I'd like one that's in english

I'm also fine playing a gba fighter, so if you know any good ones give me a tip

what's everyones favorite?

On the GBA, try Guilty Gear X and King of Fighters. The controls are a bit meh (since you can't use the X and Y buttons) but playable.

Naruto: Ninja destiny is the best fighting game on the DS in my opinion, but it's 3D not 2D, but it still has a side view and has pretty much all the mechanics of a 2d fighter

get shinobi retsuden II!
the sequel of ninja destiny, with shippuuden and original characters.
search hacking/translation section for an english menu patch.

The English version of Bleach has been out for a while now, and there's a translation of Jump Ultimate Stars that is fairly complete. Those are your two best options. Other than that...thinking...thinking...

The Naruto fighter is serviceable, but not great.
