Personal skills have their own ids, so they can be hacked on as normal skills. Modifying what skill a unit has set as its personal skill must be done with the rom itself and won't appear for other people unless you make something like Deathchaos' custom dlc.
Personal skills used as normal skills will also shadowban you.
actually, the amiibo can reclass into other dlc classes. Like dark falcons, dread fighters, witches, lodestars, etc.
If you equip a personal skill in a normal skill slot, using that unit online will shadowbanned you.

The learn all enemy skills feature does give you it. I have added it to a unit in the past with this editor.
last time I checked I got enemy only skills but not personals.
It gives you staff Savant, which is what you were talking about. Personal skills is a no for now though. I don't think it is possible to add it as a "learn" option, as the skills are not included in the learn pool to my knowledge.
