Hacking Homebrew FBI not Installing

I wanted to install FBI and followed all the steps, and now I don't know what I did wrong?
I have an Old 2ds on the newest Nintendo update

Do you have FBI on your home menu? How did you access it to try and install fbi from the photos you posted?

From the homebrew launcher I put the FBI CIA data in a folder

So you're saying you get the same error when you try to install other .cia files, not just FBI?
