Homebrew FBI CIA Installing Issues

Its been a while since I have installed CIA files on my 3DS but wanted to play Dragon Quest. Finally found the file and went to install it on FBI (have down this twice now with 2 different cIA files) and both times it hasn't started to install, eventually getting a message "Failed to install CIA file. Result code:0xC86044D2.Level:Status (25). Summoryut of resource (3). Module:FS (17) Descartition full (210)

What gives?

That to me sounds like your sd card has hit its limit with how much is saved on it.

Oh...I deleted 3 games. Any idea what I can do?
