I just modded my first old and I am not seeing the fan spin. Not sure if I plugged it in properly, but I have only booted into NO SD and OFW. Is the fan supposed to always spin?

No. At default state it is supposed to start spinning at around 40 C.
And btw. I don't know if that's a thing, but it's quite possible that modchip firmware doesn't have implemented support for fan because it is so low complex code that it definitely won't cause overheating in normal situation.
