Homebrew Extracying roms out of Virtual Console games on 3DS help

I'm pretty new on 3DS hacking and this is my first thing on GBAtemp, but according to an old thread it's possible by using HackingToolkit9DS to extract the rom from dumped Virtual Console games. I have Shantae GBC installed on my european 2DS and wanted to patch the rom with the Force GBA Enhanced patch, but after dumping the .cia file with FBI I have no clue of what to do. HackingToolkit9DS just says that the file was extracted/rebuilt but nothing appears. What should I do?

Just be easyer to just find the gbc Rom and build a cia out that after patching it

1 start godmode9
2 on main menu go to sysnand sd
3 press R and A button together
4. Select search for titles
5. Find the game you want the rom from and press A
6. Select tmd file options
7. Select mount cxi/nds to drive
8. Press a
9. Select romfs
10. Select rom
11 press y on the rom.bin file
12 keep pressing b untill you are back on main menu.
13 select sdcard (3ds)
14 press y then a.
15 raname the rom file extension from rom.bin to rom.gbc

About point 10, a file named CGBB3AE0.963 appears. Is that normal?
