You can drag and drop SoundData.arc on the exe to extract it in the current folder, or you can run
Code:
DreamTeamSoundToolConsole SoundData.arc "output_folder"
in cmd/powershell to choose the output folder. So far the stuff in STRSE, STRBGM, and STRVOICE are playable using foobar2000 with the vgmstream component. I'm working on perfecting rebuilding of the .rsd files (Redspark audio) before I release a version that can rebuild SoundData.arc.

Thank you sooooooooooooooo much !
It already works perfectly.
You also give a .NET Assembly with a lot of features. It's great, even I don't understand everything.
Will you post the source of your program ?

Excellent. Just what I was looking for.
If you happen to have a copy of vgmstream you can use this command to convert it to a wav

vgmstream.exe -o OutputFileName.wav -l 2 FileToBeConverted.rsd

where :
-OutputFileName.wav is the name of the out file name
-2 is the loop count
-FileToBeConverted.rsd is the target to be converted.

Any updates to the repacking function to this application?

I've extracted the .rsd files from Dream Team's demo version, and vgmstream is not playing well with these files (in fact it just straight-up errors completely). I want to see if there's any juicy early stuff in there that was removed in the final release, but clearly either these are a different format from the retail version, or I just have bad versions of vgmstream.
