does such a utility or software exist that enables the opening and extracting of an NRO file?

I would like to open an NRO file for an emulator and make adjustments inside to alter paths etc, or rebuilding NRO after extracted

does anyone tell me is it possible? thanks

MOST of the NRO's are open source, as well as the tools for creating them, unless its DZ aka Tinfoil, or some shaddy app you found.

I wanted to open the nro for Pfba and change the gui, colors and paths etc.

Would you happen to know how I would go about doing that? just something as simple as changing the color of a background or logo etc.

Modify the source as much as you like to achieve your edits.

Opening NRO needs disassembling. So there is no easy method of doing this.
