Hacking Error code 199-999

I used the PC shop and downloaded the DLC for Zelda, copied it to the SD card and when I try to launch WUP that's what I get and I have to shut off the Wiiu.

199-999 happens when you are launching a file that needs sig patching with out it enabled.

Ok, so I got it to install with the wiiu usb helper but I don't see a difference in the game... how do I tell if it worked?
