error code 102-2160 when procceding to setup up pretendo network it

The thread you referred just mentioned update SLC titles could resolve the issue, have you done it?
Btw I also region changed my console but did not encounter this issue, maybe because my SLC titles are already up to date? What was your Wii U system version before region change?

Most likely 5.5.5 J. Also, how would i go about updating slc titles? Can i get a tutorial for that? (Also i do have Minute if you are wondering)

You'd better ask in the region change thread since he/she is the one made this whole wonderful idea.
And I was also on 5.5.5 J so, no idea what is happening.
 
Sorry to necro as a new account, but I wanted to explain how I solved it and this is the first result on google for this error.

From my (surface level) research, this error is occurs on region changed consoles when the SLC and MLC have a mismatch. I had followed the hacks . guide page to region changing my Wii U, which makes no mention of updating the SLC. I found that to fix this I had to also download the SLC files for my region from MLCDownloader, and then rewipe the MLC and SCFM.img before rebuilding.

The root cause of this is probably misaligned SLC titles compared to MLC.
If, before rebuilding/region changing Wii U, you were already at 5.5J/E or 5.5.6U then it's fine, because the region change/rebuilding process will download 5.5J/E or 5.5.6U firmware to your MLC only (by default no SLC titles), you have matched titles on SLC.
But if you were on earlier firmware when doing the region change/rebuilding, say 5.5.3J/E, you will have misaligned titles on SLC compared the 5.5.5J/E ones on MLC, and pretendo recognizes this and reports an error.
 
I can confirm that deleting the MLC again and re flashing it WITH THE SLC TOO fixed the issue. I missed the SLC the first time and I got that error code.
