Homebrew Error Code 022-2634

Some background info, I downgraded and eventually got a 9.2 sysnand and emunand 10.2. I formatted my sysnand to unlink and now I cannot go into the eshop at all no matter what I do. I've tried linking my nnid from sysnand and it says I need to update my firmware. When I try to load the shop from emunand it shows my nnid and then errors out with the code 022-2634. I have been searching all over the place and so far nothing has worked for me. even loading the nnid linker from FBI didn't seem to work

Unlink NNID from emuNAND
Format emuNAND
Set up emuNAND
Relink NNID
If you need to be able to install CIA files, you'll need to completely get rid of your emunand and create a new one (if your emunand if currently above 9.2) as you'll need to reinstall your CIA installer (FBI, BBM etc.)

Why did you specifically go to 10.2? Why not 10.3 (where you can access eshop and link nnid without hassle).

it might have been 10.3 I went to then. I wasn't 100% sure on the number. I updated to the current max

I'm fairly new to the 3ds CFW scene. So what I did that seemed to fix this was quite simple. I formatted my sysnand using the system settings and decided to try out the tinyformat cia to format my emunand. I then just linked Nintendo ID to the emunand and it seems to have worked ok
