My ps3 is stuck on a update loop and every time it stops at this

Is there anything I can do to fix this issue.

I would try another hard drive, maybe it's corrupted they are not good forever.

do you have CFW or OFW?

I would try to go to safe mode and try to update it through safe mode if it doesn't work I would try to completely do a hard reset and wipe out everything on drive (this will also wipe ur saves) and if this doesn't work that means that it's a hardware problem and if it's a hardware problem then good luck repairing it or simply throw the ps3 away or sell it as not functional [*]

It doesn’t let you into the safe mode? What happens when you try?

you tried to replace the hard drive and you still get the error? Hmm then something inside the console must be broken if the installation of OFW always fails

Maybe the same reason why yours is not working?
