I really didn't do anything. I was banned this way.

Permanent, Nintendo's official error documentation says so. If it ended in a 5, it'd be temporary, but 2 means permanent.

These are tracked by device IDs (well, the NNID ban part is, though I doubt they're too different), if it isn't confirmed yet. If anyone can find a way to spoof this, please post about it immediately! For the good of GBATemp...

---HOW TO UNBAN URSELF THX NINTENDO LOLOLOL BEST TUTORIAL 2019---

1) get a non-banned 3ds
2) dump the LocalFriendCodeSeed_B with decrypt 9 by opening d9 > sysnand options (or emunand if its the case) > system file dump > dump LocalFriendCodeSeed_B
put it inside the decrypt9 folder of your sd root
3) in your 3ds follow the same steps but use the system file inject option instead
also, make a dump of your own LocalFriendCodeSeed_B (just in case)
4) (seems like this step can be skipped and you wont lose your friends list) once you injected the seed, go to some kind of file manager like godmode9 and delete the files inside:

nand://data/id0/sysdata/00010032/

The other depends on your region:
Japan:
nand://data/id0/sysdata/0002008D/

USA:
nand://data/id0/sysdata/00020096/

Europe/Australia:
nand://data/id0/sysdata/0002009F/

this will reset your friend list

this is how i got unbanned (games only - error 002-0102)

002-0102 is the same code as fellas who had wrong headers for SKY/GW, and was temp, if I'm not mistaken.

Its 022-2812 that was given to repeat offenders and constant miiverse nonsense, I think

I get the 002-0102 error, and have been since about July, and it does NOT let up.
Nintendo makes special care to keep permaban codes and tempban codes seperate.
This quote from a Wii U thread is also relevant (the 1 at the start is really the only difference):

102-280X NNID permanent ban
102-281X console permanent ban
102-282X NNID temporary ban
102-283X console temporary ban

got a new 022-2402 instead.

That'd be weird given this is my first yet I received both. I believe anyone with a NNID linked got both and those without got one. but I may be wrong.

became a repeat offender in one day, on 2 of my units.

maybe it was for the amount of time I went onto GTS?

I'm trying to patch the cia, but when i re-encrypt the header, FBI gives me an error and tells me the NCCH is invalid. Does anyone know how to re-encrypt the cia with the retail keys?

Odd. Generally I've seen 002-0102 as 15 day bans for first offenders.

You can bypass said ban by generating a "valid" LocalFriendCodeSeed_B or by using one from a 3DS that hasn't been banned.

got a new 022-2402 instead.

Haven't heard of that one before, will look into it when the Developer Portal is back up.
If you haven't seen Nintendo's official error code lookup page for it yet, do that, I guess.

I did that, and it couldn't be found.

So basically, it seems like 2812 bypass didn't work (maybe cause my NNID is still tied? lol)

I didn't do step 4, kept my friend list, and I can access the online just fine (tried on MHX).
