When dumping a game iso does it count as downloading a file
because I have a limit of downloads per month and i would
like to know if it counts as downloading or simply just copying from the wii to the computer.

not at all monkey04...because its a internal transfer its just goin for the IP of your Wii into you router and then straigh out probably your network cable and onto your machine at no time does the data leave your internal network...you'll be fine.
