title.db is on the sd card...
if you are talking about ticket.db, which is on the nand, then dump the emunand with something like emunandtool, generate the xorpads for your fat16 partition (via something like decrypt9), extract the fat16 partition from your nand + decrypt it, browse it with some tool, and you can then easily copy the file from there :)

It's more easy with RxTool xD
But no n3DS support yet :cry:

Got the ticket, there is a title.db in the same dir. :-D
