Hacking Dsiware nds roms with luma3ds?

hello. i'm going to install luma3ds cfw on my n3dsxl but i'm having trouble finding some info about dsiware games.
a little while back i downloaded the no intro dsiware romset but all the roms in the set are in nds format. from what i understand after researching lots of threads is that to install dsiware games on a 3ds running luma3ds cfw the dsiware games must be in cia formate and installed with a cia installer like fbi.
what i'm wondering is if there is a tool like simple cia converter for converting the dsiware nds files to cia format ready for luma3ds cfw installation?
i know i could just redownload the games in cia format using something wii usb helper but i'm sure there will be some games which will not be available with wii usb helper. this was the case with 3ds eshop games. some eshop games which were released as scene 3ds format files and also some eshop private dumps in 3ds format are not available as cia format games with wii usb helper. these games i will need to convert to cia using simple cia converter.
any help would be great guys. the no intro dsiware set is 700+ roms last time i checked and i'm hoping they can be easily converted to cia.

sorry if my question and the way i worded it is confusing.
to break it down to a simple question.
can dsiware games dumped in nds format be converted to cia format ready for installation on a 3ds with luma3ds cfw?

The make_cia tool allows you to package a DSiWare SRL (.nds) as a CIA. Some adjustments might need to be made to get it to work correctly, though.

thanks for the reply. at least it can be done i guess.
figuring out what adjustments are needed in order to make the converted cias function properly is a problem though.
does anyone know what adjustments may need to be made and how?
