Hardware DSi XL powers on but does not charge. Possible broken EM1 filter?

I have a DSi XL which was not powering on. It had one blown fuse on the power board, and a broken charging port. I have replaced the fuse and the charging port with new ones, the console now powers on, but it does not charge. I checked the EM1 filter, and I get no continuity between the top 2 points on it, only between the bottom 2 ones. I ran a jumper wire between the top 2 points but that did nothing. Is there anything else I can check for or should I just replace the EM1? Or could the new charging port be faulty?

I have attached a picture of the new charging port, I'm pretty sure my soldering was good. Also there were no ripped pads when I removed the old port.
