ROM Hack Dsi Flipnote Studio .cia Won't Connect. Help!

I installed the dsi FNS .cia on my old 3DS xl. It runs fine however it will not connect online to any servers.
I've installed different dumps of it with bigbluebox and FBI still no luck. I've tryed Sudomemo, Freenote and my own private server, I ran it through charles proxy and it does't request anything. It passes the connection test in the settings, all 3 servers connect perfectly on my dsi. Whats wrong??

Online services for DS, DSi, and Wii apps/games were discontinued in May 2014. Not sure if Flipnote is included in that.
