Hacking ds lite initial region setting

I got a DS Lite from ebay and when i booted the language about getting started was in Japanese.

So...

1) took off the back plate
2) took out the wifi module
3) put in my already disassembled unit with SL shorted
4) backed up the Japanese wifi module
5) copied the wifi OTP
6) grabbed a firmware bin from an English usa unit
7) copied the OTP from the Japanese backup onto it
8) flashed this usa firmware + japanese wifi OTP to the Japanese module

it booted up with that Japanese screen again

Is the region coded into the wifi module itself, not the flash chip area? the bios? or maybe within the wifi OTP?

Just trying to get it into English, so it doesn't need to get setup in Japanese when battery is removed or dead. Any idea? thanks!
