I guess it's theoretically possible but it would be quite a bit of effort (that would also block the wifi card from any other use)...
- The client for the DS has to be developed (probably the easiest part... if common homebrew libraries support communication or you're willing to go through the access point)
- The client/configurator for the Wii has to be developed
- The code to simulate the controller has to be developed and depending on which controller (yup, there are at least 4 common Wii controllers and more specialized ones) it will be different, also this has to fit in RAM on a system where the running title and IOS are free to assume they have a reserved range
- Lag
- Variable lag
- Disconnections and reconnections
- Less battery life than a Wiimote
