Homebrew Dreamcast Emulation May Be Coming Soon

As I understand it, Daedalus is so high-level that it barely qualifies as "emulation" at all, which is why one probably shouldn't expect the compatibility to get any better.
But it has gotten better. It's still not great, but it has gotten better, with each release, in fact.

I doubt we'll ever see a usable Dreamcast emulator on the 3ds, too, but I agree that anyone saying it's "impossible" is wrong. If the 3ds homebrew scene had been more active, especially after the New 3ds came out, it's pretty likely that there'd at least be a Dreamcast emu that could load games and if the right people had worked on it...well, I won't make any guesses at what the best case would have been (and might still be in the future), but "impossible" ain't it.

If the 3ds scene was as popular as the PSP's, I'd argue there would be a proof of concept dolphin port/fork. It wouldn't be amazing and probably could only run really simple 2d demos, but even that's pushing it. But yeah, a dreamcast emulator is not impossible. I mean, someone who doubted that the Switch could have a "universal fps unlocker" made one and it works! So.. yeah. Pretty much anything is possible with the right developers and enough perseverance.
