ROM Hack Dragon Quest 3 CIA Not Working

I downloaded the rom for the Dragon Quest 3 remake on Super Famicom with the English patch and I converted it into a CIA but when I try to load it on my 3ds it just gives a black screen. Is there any way to fix this?
