anyone here know a hack like pokemon pkhex or NTR cheat plugin any method of getting all the characters

There is a code to get all charracters yes but they will have no skills affected :

[Unlock all char BUT w/o Skills]

0000000C 0000000B

D2000000 00000000

This is the gateway cheat format, you can convert it to NTR using too provided in this forum.
