Are there any other methods of downgrading a N3DS without using home brew? can I use gateway?

Homebrew is your only option right now. Gateway have promised a downgrade solution but are yet to deliver, you can always wait for them if you'd prefer.

Try using the payload for 9.2.0-27
It worked for another user here today.

You can buy fire emblem fates from retail store and update to 10.3 using the game cart. And what entry are using homebrew? Browserhax? oothax?ninjhax?

nvm, I just bought shovel knight and it updated my 3ds to 9.8. do I update to 10.3 and then downgrade to 9.2?
