Homebrew downgrade question

New Nintendo 3DS XL Louvre

Hello everyone, I bought this and I want to play some games on it. If I remove the microSD card which contains the audio guide the console gives this message: microSD card is not inserted. Can we make it run games and use it as a console?

lets say i have a new 3ds that has 9.8 fw, do i need to update it to 10.3 using sysupdater or i can downgrade to 9.2 immediately?

The 10.4 is out, so no update to 10.3 anymore.
You can downgrade to 9.2, but this forum is not for that!
