I'd say it does. Its software that was made on the PC and for the PC and despite what others say its legal too (I cant speak for other countries but in the US its legal.)

Why you wanna know it? I think yes it is and sometimes x10 times better than original console when you can go 4k.
Yes, only inasmuch as it uses the computer to translate code from PPC, MIPS, etc, whatever architecture the console the emulator uses to x86.
I would think it does not count as PC gaming. Games on PCs are designed to be played on PCs. Games on console are designed to be played on console (e.g with a controller). There's a whole different mindset when designing them.
But games are still games, no matter the platform. Even mobile time wasters are still games.
Where do i even get a pcmasterrace membership? I mean i have a PC, i have games on it, and i mean actual games like bought from steam, so does it mean i qualify?
Seriously, pc gaming isn't a category or term to just use, is mostly a type of person who just prefers to play games on pc rather than console. To be honest i think the more sensible use of the term should be cause you play games on pc you can't play anyway else, more like PC Exclusive games like counter strike (Before global offense on console) or team fortress 2, mostly the shooting games. Games meant for a pc.
A emulator is simply what it is. A emulator, it plays a console game on pc, which you can do without emulator cause games exist on MULTI PLATFORM. Perhaps if you only play pc exclusive games like well games you won't find on playstation, xbox, 3ds, or smartphone, don't call it pc gaming. Is my opinion at least. But you are playing on a pc so call it pc gaming if it will make you feel better.... even if it is a emulator.

It's not actually PC gaming, but it's better than emulating on a hacked console, for example. More features and generally better availability and performance of emulators.
Definitely PC gaming, the games are not designed by the PC, but thanks to your PC's (hopefully) extreme performance you are able to beat consoles at their own game (quite literally).
Do people forget that home computers get emulated too? Does that count as pc gaming? It should since it's computer gaming emulated by a computer, oh the inception.
