They almost always come with the most recent firmware at the time they were produced, so no, they come with updates, just not 11.6. If you find something that was in stock like half a year ago for example, it will be around 11.0-11.3 so you should be able to install CFW on it if that's why you are asking.

if you can get a system with 11.3.0-36 or lower then you can skip getting a flashcart for ntrboot (which is another wait for about two weeks and another purchase). it's still an option if you want/need to do that.

yeah i dont got a ds 1.3 or lower my 2ds is homebrewed but thats only because i homebrewed it the day of my birthday in january at the beginning of 2017

You might be able to do a DSiware method if you already have a CFW 2DS, you might want to look into it. I would recommend getting a flashcard with NTRBoot, just because it is nifty to keep around.
