Never tried DivX (only Xvid, also mpeg-4), but a good program is Nandub, a VirtualDub mod. If all you want to do is cut and splice, just load the .avi and select direct stream copy under the processing settings.

AVIsynth and MeGUI/QuEnc as an encoder works for me but I am guessing you do not want to learn the ins and outs of AVIsynth.

Nandub has a tendency to create less than compliant files (which can vary from needing an obscure splitter to refusing to play on a standalone). I understand it is a bit better presently but I would still advise against it.

Virtualdub is OK but it uses the somewhat obscure VFW interface as far as I recall, of course you could feed it an AVIsynth script or use vdubmod's open with AVIsynth.

A simple app though would have to be AVIdemux (I assume you just want to cut up the video), a preview release here:

As for adobe premier I contend any freeware app can do its job, maybe not with a GUI quite as nice but that is expected really.

.Divx is just a fancy AVI file.

Anyhow there are two main methods of video playback
VFW: video for windows, an older method falling somewhat out of favour.
Directshow (part of directX), what all the cool kids are using these days instead, newer codecs and older programs do not agree with it.

Either open it with directshow, if you have avisynth installed the make a text document with the following line
directshowsource("videoname.divx")
you could also try installing a VFW version of XVID but I am unsure if the 4cc (DX50) is supported.
