Program to edit PS2 games?

From what I know the new textures must have the same size as the old ones, if you replace them within the image file. So it's not really possible to improve the texture quality this way.

If you want to edit characters you should use Blender (you need a broader knowledge than just making upscales to use this program). If you want to edit common textures such as walls, trees ,color of clothes and skins with Gimp and Adobe Photoshop it is enough
