Apple Disabling Passcodes?

Is there a way to disable someone creating a passcode on an iPad? It needs to not have a passcode, but also prevent them from making one and locking themselves out of the thing.
 
Unfortunately, there doesn't appear to be any way to restrict or disable the passcode setting in iOS. I took a quick look, and not even the parental controls restrictions seem to be able to do so :(
 
That's what I was afraid. Why is there not an option where if you click on the Settings icon, a password is required. How hard is that?
