Hacking DevMenu Without Gateway inserted

sorry i'm new to gateway... my understanding is once you get to gateway menu (by holding L), you'll get this menu:

then you go into emunand, and start devmenu. This will not work?
If I understood the previous posts correctly, you can't run DevMenu unless you boot EmuNAND, and that can't be done unless you have the red card on-hand.

EDIT: You could probably install a CFW so you can get immediate access without the red card, but it could be dangerously early to attempt installing the CFW intended for 4.5. I'd suggest waiting a bit before doing something like that.
 
So what does holding L actually do? a lot of the gateway installation guides i'm reading tell me to do that
 
It just brings up the boot menu, if its not pushed, it will autoboot to EmuNAND if found on SD, if not it justs boots into GW mode on your sysNAND

100% correct, gw and mt don't want you to have devmenu for free so they make you have a cart (also for 7.x keys) cfw is an option as long as you have 4.x and a ds cart

It's the gateway menu that allows for the installation of emunad, ripping of 3ds carts, region free cart use and more.

The dev menu is installed into emunand as a secondary menu to install .cia files and can only be ran as a .3ds file on 2.6+
