Cci is the same as .3DS. Cxi is some smaller portion of it. It might be possible to convert if it wasn't dumped with braindump, since it doesn't dump the exheader.

fixed by extracting the cxi, rebuilding as a 3ds, and converting to cia. thanks weenises!
