Hacking Custom Wii System menu question

I'd like to make my own custom system menu, but I have trouble finding the text in system settings and the theme of the menu itself.
BTW,what does this file do?

Judging by the filename, I'm guessing it has something to do with Opera, which is used to display the EULA.
