Hacking CTRL client won't connect

I know there have been so many topics about this problem, but the solutions I find don't work for me so I wanted to find some specific help. I'm using the Palestine CFW and use Darkflare69's way to put on cfw without a flash cart. I've done everything all of the tutorials have told me to install CIA, but it still won't connect. I partitioned the NAND, launched the cfw, checked to see if the cfw was actually working by going to the browser, got the right IP address, and everything? What am I doing wrong?
