Hacking Cross region user agreement completed?

I had a clone for a long time and I couldn't accept the user agreement on SMTIV to be able to use streetpass on it and I couldn't because my console is EUR and the game asked for the US agreement. I was ok with it , weren't gonna start a master mode run. But today I aquired a gateway , updated emunand , tested different games to see if the saves worked , and I tried to streetpass again and to my surprise I could accept the agreement and create the spotpass , what exactly happened?

They updated there user agreements and privacy policy a couple of days ago (when smash got leaked) they probably made them all the same agreements, or atleast the Europe and US one. That would be my guess.
