Hacking Could use some tips?

Hi! So i've been hacking animal crossing new leaf every once in awhile when i wanted a specific layout for my town, The last time i used it was with soundhax after that i stopped playing my 3ds for a bit and accidentally updated to 11.8 firmware. I was looking around for some time and someone suggested CFW to me, and that i can use it to hack ACNL without worrying about firmware updates, My thing is im still not entirely sure what it is, how i get it without having to buy that weird cartridge thing (i have 3 ds cartridges with actual games but im not sure thats what that weird thing is for lol) , and that stuff.

I was hoping i could get some more information? I dont really mind if my 3ds gets like a online ban or something since i dont really have many games for it except nintendogs, 2 copies of ACNL and such, But i really really want to get back into ACNL, and to do that i have to do alot of town re-arranging due to poor villager placement.

I definitley wouldnt cheat in online games, all i have is 2 copies of ACNL, a copy of nintendogs, a copy of style saavy trendsetters and animal crossing happy home designer haha, thanks! seedminer seems to be what i'll need to do!

Hey, before you spend in any money on seedminer, yesterday the guy behind seedminer discovered and made a new (and free?) version of it called frogminer.
