I've been scouring the vast interwebs for 360 RGH resources and always see people talking about how routing coolrunner cables over a noisy bus can interfere with it. Could this not be solved by using some sort of insulating metal tape (of course with some electrical tape over it to stop it from causing a short) or cable shielding between the cable and the board to stop any interference?

Theoretically yes. Practically. Varies -- high frequency noise is a bit of a pain to deal with and then we get to figure out if someone is using passive or active shielding, if it is the nice puffy tape making distance works...
Far easier however to just route them properly -- the best defence against an attack it not to be there when the attack is made. We know where to put the wires and wire is cheap if you do need a little bit more. Not like new models are being made, wire positions change during use or updates changing what goes either.
