I use Videora to convert them to iPod size. Xilisoft Video Converter for any other size.

Media Player Classic plays it fine. (I use the CCCP codec pack, not KLite)

I use eRightsoft's SUPER convertor, it supports a lot of file types for free.

And VLC Media Player by VideoLAN is a good media player too, it does play VOB files.

Vob files are DVD files, they should come with some .ifo files and .bup files. .bup are backup ifo files and are not really needed (not to mention most DVD rippers do not touch them).
You can play vob files by themselves but they are usually limited in size and will not contain the whole film. You will also have to tangle with the lack of .ifo file information (audio tracks may not be all there in one file, subtitles. scenes......)

Assuming you have set of files free of copy protection then:

I usually demux with DGmpegdec:

frameserve via avisynth
http://avisynth.org/

most video programs accept avisynth files (it sees them as avi files)
still megui:

virtualdub:

1 problem, DVDs are usually interlaced and you will probably have to deinterlace them. There are many methods I would not trust the inbuilt stuff (it will work but look nasty), I like DGbob ( http://neuron2.net/dgbob/dgbob.html ) but feel free to experiment.
