Converting .app files to .3ds or .cia

Basically, my 2ds screen is busted up and I can't blindly look for every game I have in godmode9 blindly, since most of them are over 1gb which takes a lot of time for each one, only for a possibility that it's a game I don't need / already converted.
So what i'm asking is: Is there a way to convert .app files to something I can use in emulators WITHOUT the use of a 3ds?
