Hacking Convert .cia to .3ds

Hi, I've got a .cia game but I prefer .3ds and I can't find links for it, I prefer to have the .3ds format because my sd card isnt that large.

So how do I convert .cia to .3ds?

If so Im not sure I understand it, I dont understand the end point nor do I know if I can do it because when I .cia files I install I cant run them without booting gateway mode, which conflicts with running the "3DS multitool thing"
