Homebrew Complete NOOB needs help

Hi everyone brand new to all this. Please can someone direct me to a guide to accessing the homebrew launcher. Ive managed to download it to my SD card but now cant get to it to install things like the basehax or the OOThax or any other for that matter. Ive got downloaded copyies of Omega ruby and Zelda so dont know if that prevents me from accessing homebrew. Thanks for the help

This is the problem im having both of these require to already have access to homebrew is there a few to access homebrew on its own so that i can use these haxs
